Editting other photographers photos

When you are working on your post processing skills, are you allowed to take a photo from online and edit it in Photoshop for example.  I understand you can't repost it, or do anything with it.  It's not your photo.  Just in general, is this okay to do?

That should be fine, but why would you work with such small files? 
Why not take your own Raw shots and start from there?

Hassner is correct, however there are lots of sites that let you have large files to work with.

There's no point in editing a JPG; it's already been processed. Find or make your own RAW files and start with your own lump of clay.

Use your own photos to learn editing. Why would it be okay to take and use someone else's work?? unless you ask and get their permission. You'll need to learn how to process your own photos anyway. (And this is why I rarely put my photos online, I put time and effort and ability into the work I do.) Maybe take a class on photo editing where you could get ideas or samples to try.

For just practicing Photoshop just use your own photos.  Open it in your editor and immediately save it as a different name file.  That way you can practice and not ruin your original file.  (especially if that is the reason you don't want to use your own photos).
