As always, for me:

What is the story here? I'm not understanding what you are trying to convey. Is it the interesting ice / fountain appearance? Is it the stadium and the motivational poster?

This is where a shallow DoF is your friend. By isolating the focus to one thing, either foreground or background, you make it clear what the view is supposed to look at. In this image, including the random stuff in the flower bed, my eye wanders all over without any clear indication of what I should be looking at. And thus, the story is not communicated.

Simplicity is your friend. Clarity is close like a lover.

I'd think about trying different vantage points. The ice covered object is interesting but it takes up so much of the photo I think, but yet it's almost a distraction just seeing part of it. I'd probably have walked around and thought about where you want the building and the icy object in the frame. I like the idea of that in the foreground and the building in the background but I think it might be better being able to see more of the object to see what it is.

I'd use the smaller aperture if I wanted the viewer to see both, but I'd think about how I wanted to frame it. If I wanted the picture to be about the icy object I might have had the building out of focus in the background, or photographed the icy object from a different angle with a different out of focus background, or photographed the object up close. The foreground is interesting too, but it almost seems like there's more than one photograph here.

This photo seems like it's almost 'there' and I like the idea of it. I might think about making copies and trying cropping the top a little, and the left side a little (where it gets a little darker and you don't see the ice anymore), so the icy object frames the building. Interesting possibilities.
