Specifically what brand/model and when was this available to private individuals?  I have been looking on Google and I can't seem to find when this camera feature was invented.

I had to go digging for this one, but it was the 1934 Robot 1   www.cameraquest.com/robot1.htm

Nope earlier than that.  Étienne-Jules Marey's chronophotographic gun which was in the late 1800's could do 12FPS http://himetop.wikidot.com/etienne-jules-marey-s-chronophotographic-gun
