General rule of thumb in customer service: make an offer, if the customer says no, ask why (once) so you can make them a more reasonable offer based on their response, if the customer still says no, cut your losses and leave it be.
This guy refused to take no for an answer and asked the dude "why" more frequently than a two-year-old who has been denied their daily ration of candy. He was not doing his job, he was wasting the time of everyone involved
