This is the most important question. Also what lenses do you have currently? I always suggest to new photographers to go as inexpensively as possible when trying out a new genre. You might be better off with tubes first, and using your current lenses to get your feet wet with that. Not to repeat, budget is the big question.  If you are on limited budget, there are some nice options with third party lenses like Sigma you should look at.

Or you could always go the budget route and slap on one of those Canon 500D close up filters on one of your existing lenses.

Not only do we need to know what your budget is, we also need to know what your intended subjects will be...Best overall compromise in macro lenses will be in the 90-105mm focal length range ... Tubes & macro screw on lenses like the Canon 500D will limit your magnification ratio, meaning you will have to add/subtract tubes to change it. Well using a zoom lenses means you can change it, but zooms, especially consumer grade, don't have a good enough IQ to stand up against a true macro lens as they are not flat field lenses & are optimized for best results at a specific focal length & aperture. Plus no infinity focus. Shorter focal length "true" macro lenses are good for copy work & static subjects, but put you too close to your subject for skittish insects & the close distance makes lighting an issue...

Um, no. Even tubes with a regular lens will be preferable.
