What is least amount of megapixel in camera and still usable?

There's more to it than pixel count. There's the quality of the sensor, the size of the sensor, the optics.
You don't indicate what type of camera (nor budget), so I'll reflect based on the assumption you're thinking about a used DSLR.
Depending upon features you may be better off with a new, low-end model, if you're shopping for cameras that have a smaller pixel count. But until you clarify our goals, it's gonna be hard to offer any advice.
