When does photography become fine art?

I've seen some photographers carry the self proclaimed title of 'Fine Art Photographer'.  This is another one of those terms I have struggled to understand and find puzzling.  How do you determine a photo as fine art?  Let alone to be consistent at it.  

So, what makes a photo fine art?  What's that pivotal point from being just a photo, to now it's fine art?  

To be crass about it:  Fine Art is sold in galleries.  Everything else is either commercial, family, or journalism.

Fine art photography is  photography  created in accordance with the vision of the artist as photographer. That is a somewhat delusional look at it as well. Well here is how I would define it for me. And that is: If someone is will to give me over $1000 for a photo, then I have created some fine art. Well at least for somebody it is. TO me fine art is that which fetches fine high dollars.
Under their definition I already shoot fine art. In fact we all do in that our perceptions of a given subject are different. We all frame, and choose settings for a particular effect to get what we see, or our perception of what we see. So again my definiton is that which people are willing to pay out the nose for.
