The term implies a sensor that is sensitive enough to not require gain stages / amplification. Because those things amplify everything, including noise, which is a Bad Thing.
If you could create a sensor with wide dynamic range that would function equally well in low-light or full-light situations, then you'd have no need for ISO adjustments. Although it still makes no sense when you think about what usually happens to low-light images in post.
ISO should be considered a measure of sensor noise, dependent upon the device you are using. Higher ISO == more noise and vice versa. The idea of a sensor that alleviates the need to be concerned about that seems... well, after admittedly just a minimum of thought... silly.
