Why do inexpensive cameras NOT have manual controls?

You can buy a Plain Jane car for really inexpensively, but when you start adding in options the prices goes up. Your inexpensive cameras are the Plain Jane models, so all they have is the basic scene modes, and if I remember correctly now, many do not even have RAW format either, just your standard Jpeg. The reason being is that who they are market to do not want RAW, and do not even process an image. Also while you do think that it is a matter of just adding it into the menu that is not really the case, each model to some extent has its own operating system, so they would have to program for that model. Which means paying programmers to do it.
