How do you feel about offering incentives to your clients for referrals that they send?

Well, not really.   I just send thank you cards.

Same with me. Now if it's a commercial outfit, like a bridal shop, then yes.

I would offer them something on the order of a free print or digital. Either from a past session, or on the next. Much depends upon the value of your work, I think. If my price point were high enough, and someone brought me 10 clients, I'd probably be offering a pretty steep discount to that person.

Defining a referral program is definitely a challenge.
