Question on night photography

Hi all!
Sorry, if this question already asked in the forum.
I am trying to shoot some night shots with Canon 1200D with kits lens 18-55mm with following settings and equipment used:
Equipment
Shutter cable
Tripod
Canon 1200D+kit lens 18-55mm
Settings:
Manual Focus
Manual mode
IMAGE1: 1600ISO and 15sec shutter speed and F4.5
IMAGE2: 800ISO and 15sec shutter speed and F4.5
Can someone please help, whats going wrong? I took with different shutter speeds, same result.

They simply look like they are not in focus.

Here's a suggestion: put the camera in Auto mode and take a photo of your scene. Look at what setting the camera uses based on its assessment, and then duplicate those settings in manual mode.

For focus, use live view to see when things are in focus.

Yup, just out of focus. If your subject was the lights, you could have been at infinity on the lens. Also, if that's the moon above, 15 seconds will blow that sucker right out, especially at 1600 ISO....It won't be sharp with perfect focus.
