When do you need model release forms?

I have a series of 50 or so shots of kitesurfers, mostly from afar, (I think Scott Creek Beach or one of the surrounding beaches on state route 1 in Cali) would I have needed release forms to list them for stock photography or prints? I took them back in 2014 but figure it wouldn't be too late to try and do something with them lol, they've never been published anywhere.

They're all similar to this as far as how much detail of the surfers there is. Thanks for any advice!

Why ever the context where a release may be needed, the
recognisability of a person is a key feature.Even trying hard,
I can't recognise anything than kitesurfers— generic identif-
cation — practicing their sport on a genericbeach by a gene-
ric oceanic body of water.

IF 
all  similar to this  reflects the whole set, then no release nee-
ded and the shots may be used for ANY purpose.

The majority of set are is about like that. There are some of guys prepping on the beach, I'd have to leave those unpublished most likely! Thanks for the advice

I thought it was a cool sport, there are even a few windsurfers in the set as well.
