Need suggestions for a camera to live stream

Im a video game streamer and fyi, know absolutely nothing about camera specs. What I am looking for is a camera to livestream my phone's display when I am playing a game, to my computer. I'll be mounting it overhead with a distance of about 3 feet between the phone and camera, so it has to be able to zoom in to capture only the phone's display in the whole frame. In addition, it has to do reasonably well in low light as the only light source available would be from the phone's screen itself in a dark room. Camera has to have an hdmi out with no standy power saving features for a continous stream lasting hours long. Also important is the camera's ability to not cause flickering or such when capturing phone's display. Lastly, my budget allows me to spend upwards of about $1500. 
I have read articles online suggesting different options for live streaming, but they do not account for the fact that I will be shooting a digital display rather than a natural environment per say. I did try out Logitech BRIO (webcam) the only issue with that being; it wasnt able to zoom in and preserve picture quality, rendering it useless.

Why not just save yourself $1500 and use a webcam?

I was thinking the same, you can get a $30 webcam that should do what you want. 

SWM into chainsaws and hockey masks seeks like-minded SWF. No weirdos, please

The last thing you want is a still camera that also makes videos.  They will overheat in about 1/2 hour and will require regular battery changes..  Go with the webcam or choose a video camera with an AC adapter.
