Cheap color filters worth buying?

I bought a set of cheap color filters on Amazon and I’m not thrilled with them. The yellow doesn’t block blue like my blublocker sunglasses. (Am I expecting too much of color filters?) I see filters like Hoya for $40 a pop and that’s just one shade of one color. Aren’t there cheaper options that perform similarly? I know I’m also going to use some colors more than others and I’d like to get or start collecting a set of the most useful colors and shades, but I don’t want to spend $40 on each filter because I’m still just a beginner. Is it possible?
I currently do mostly landscapes and outside stuff.

Not sure what you are trying to accomplish, but color filters are used in black and white photography. You only use them in color photography to lend an artistic tint/special effects look to your images. They are of no use in normal landscape photography.

I will add with film only — as they are useless with digital.

Light is free… capturing it is not!

Depends on what you're trying to do. Cheap filters will be cheap quality... I suppose it depends on how much you think you'll use them what it's worth putting money into.
