Accessible camera advice

My wife is in a wheelchair she has CP and can't hold and operate a camera. Now I have mounted a gopro on her wheelchair for her to use and it has worked great. She can take pictures and videos. But someone has to turn it on for her and no zoom. I am looking for a Digital Camera with Wi-Fi connection to a smart phone plus has the ability to be turned on remotely. Power zoom and autofocus are a must. Also, the ability to take an outside power and still operate. IE a dummy battery is fine. Now cost has to be under 1k better below 800.

I am using Panasonic cameras and maybe one of their TS/TZ range might help
They all have one-touch 'wake up' after the initial power 'on' and that 'wake-up' may be possible via a smart-fone signal. As to an external battery, I suspect that whatever camera you end up with will require some hands-on alterations to install a dummy battery and all that goes with it
