Printer suggestion

Hello friends and fellow photographers

I have been contemplating the idea to buy a printer for my home. My requirements are as follows (but not in the order of importance):

1. Printing documents both colour and back and white. These are mainly required for the project works of my son.

2. Occasionally printing photographs both in colour and monochrome not larger than the standard "A4" size.

3. I am also thinking to print my own photobooks at home (paperback).

4. Scanning documents.


Unfortunately, I do not have a high budget, and looking for an "ink tank" printer which I have heard, are more cost-effective. Due to budget constraint Lasers are not an option. And I am not really sure whether "occasional photo book printing" would be a cost-effective idea.

So, could you please advice me on this as well as suggest printer models? Please understand Epson, Canon and Hp printers are more commonly available for me and personally, Epson is a preferred brand for me.

What is your budget? 

Also would you consider buying used? You'll likely get a better deal on something a little bit older, however better than what you would otherwise get new for same budget.
