Banding in Night Sky

I'm seeing some banding around the Bay Bridge in the photo attached, and I can't seem to get rid of it after trying to reduce clarity, add grain via Lightroom, etc. Any advice?

Thanks for the advice, everyone! I just do Photoshop first because its highlights and temperature manipulation feels more powerful. I'll check out the video when I get the chance.

Not sure why you think the controls in PS are more powerful. Actually, not even sure what controls you'd be using. 

As for workflow, start in LR, do everything you need, then go to PS once for whatever you need. That conversion to PSD/TIFF really only need to occur one time if you manage your editing well.

As for banding, is it still there when you blow up to 100%? I notice that banding occurs when I'm looking at a reduced-size version, but it doesn't really exist. That said, however, banding is a problem on large area of (mostly) solid color. A clear blue sky, or night sky. You gotta manage your conversions carefully to avoid it. Suggest you revisit your editing order.
