How do you use Split Toning with Local Adjustments in Lightroom?

This is really giving me a hard time.  When using any of the local adjustment tools, I can't seem to figure out how to add a hue to a shadow segment in my photo.

Can someone share with me how this is done please?

That feature doesn't exist. WB and saturation are about it, IIRC (without looking...)

I've noticed 'split toning' on the right side fo my lightroom.  What is it for?  Honestly, I've never used it.

It is used to tint the shadows and the highlights. usually two different colors, most often complementary colors. For example, tint the highlights orange-yellow-ish (for caucasian-ish or hispanic-ish skin tones) and blue-ish for the shadows. You end up emphasizing a color scheme that supports skin well.
