Tonemapping vs HDR

I have noticed people using the term HDR in terms of what they are doing.  But isn't HDR the process with bracketing multiple images?  If you have one image with these sort of effects being done, isn't that just Tonemapping?

Yes, you are correct but the overwhelming majority of people still think HDR is possible with one single image. It technically isn't. It is tone mapping like you said. The original definition of an HDR image was an image created from multiple images that exceeded the dynamic range of what the camera could capture in one single image. The "illustration" look became the rage, which is a result of aggressive tone mapping and not blending exposures. If the information is in the one original capture but it took processing to bring it out, that's not HDR because the information was there, it just wasn't utilized.
