When you are forced to use higher ISO to get the shot, and the results have digital noise in it.  How can you fix this?

One possible way is to use either luminance or chrominance
noise reduction… or both at the same time. Adjusting for the
amount of details to be kept and the pixel size of the effect.

Light is free… capturing it is not!

Honestly, I don't get many high ISO shots.  I know my camera isn't good above 1600, so I always shoot below that.

What's the downside to that software?

If you pick the wrong mode, it can induce artifacts, mostly from aggressive sharpening. You just have to look at each mode and judge the best or adjust the settings till the artifacts aren't a problem. It also strips exif data from the file.

Denoise is one option. Luminar also has excellent Ai Denoise options.

Shoot, learn and share. It will make you a better photographer.

Depending on the camera, you can use fairly high ISO without much noise. I am a wedding photographer and depending on the image I am trying to create using my Nikon D850, I shoot at 6,000 ISO if I needed to. I see noise in the dark areas but lighter areas barely have any noise at this ISO.
In my opinion ISO is nothing to be scared of as long as you know what you are doing and the image you want to create. Modern cameras for most manufacturers have ISOs as high as 64,000 for a reason.
Folks have mentioned several great softwares for removing noise, but for me both Lightroom and Photoshop do an awesome job of removing both luminance and colour noise.
