What does it mean to rotate a JPG?

I overhead another photographer today talking about "rotating a JPEG".  What exactly does this mean?  From what I could understand from his discussion, he was concerned about loosing quality?

After rotation to straighten (horizon, lines, &c.), cropping is necessary to straighten the sides of the frame, which loses pixels.

I know what the word "rotate" means.  With so many tricks or ways things are done, I was wondering if rotating your JPG had meaning beyond just flipping it.

I tried to explain a little bit, but I have to tell you that I'm a photographer, not much into imitation imaging or computer fakery - maybe someone who is into that stuff can explain it. I can tell you, however, that TIFF and DNG files (and maybe some others) can also be artificially manipulated the same as JPEGs. I do hope this helps you.
