photos like this have a purely aesthetic interpretation, Breanna.
they are not meant to ‘be’ of anything. 
their point is one of visual expression, of qualities of tone and form.
The viewer is meant to consider these aspects only.
The ‘success’ if there is such a thing in the viewer is the pleasure derived from what they see in the context of their own knowledge, experiences, culture and taste, although the later is somewhat discriminatory since taste is the subjective factor in the equation.
as for the photographer, who well knows what the photograph is of, will endeavour to limit the details of the content in such a way that content is of less or no importance to the interpretation.

evaluating the image is based purely on those aesthetic aspects.

in this image, some success has been achieved in subjugating the tones and simplifying form. The juxtaposition of sharp and blurred forms might be considered unnecessary to achieve simplicity, which does seem a goal of the photographer.
reducing recognisable objects to simple forms is an effective way of achieving abstraction but not the only way.
whether it is art is subjective.
