I like the composition but it does need some more light in the foreground. Maybe you could fiddle with it a bit and see what comes up?

A generic view we've all done:

First off the horizon line is wrong.
Never cut an image in half. (rule #1)
Possibly a higher view-point concentrating on the reflections
of sky/water putting the horizon 3/4 the way up would be more interesting.
Or, on the other hand, place the horizon low and concentrate on the sky
with something large (a rock, etc) in the foreground to give us a sense of depth.

The wharf off to the right also distracts me
