So, I was at the parade and got this picture. I am unsure if it is a good picture or just blah. 

Is the framing bad? How could I have made it better?

Not bad. When shooting candid photos you pretty much have to settle for whatever you can get.

It works.  If you want critique, I would have gone with a wider aperture, got close and positioned the camera just a little to the right to get those people and the tree from above her head.

Lot's of stuff that needs to be looked at here. You have an arm that is intruding into the right side that needs to be cropped or cloned. The lady behind the subject is competing for attention with the main subject because she is actually doing something. The DOF is too much in this situation with too many distracting elements. The saturation is a little much but that is just my personal taste, that's a choice that's up to you. All in all, it's not an image I keep unless the person is a friend/relative. With all that being said, we all have images that suffer from the same flaws. I have yet to meet a perfect photographer. The famous ones just know what to cull and what images to keep.

Yes!
If for no other reason than the fact that you had to ask.   Use your own 'eye'.  If something is blah to you then try again.   As for analysis its okay to ask others, but not okay to blindly follow any advice willy-nilly.  You MUST satisfy your own ideas and needs, if you do that others will see that and see your ideas.  

Technical advice is always a good thing to ask for when you are learning, but learn to filter the BS by checking the sources of information.  Are they known and respected in the circles you are asking the question?   If not be wary of advice and get 2d opinions.     As for artistic advice, read, and study the 'masters' of what ever genre you are interested in.    Look at paintings, study the compositions and subjects you like about them and then apply that.

...and above all PRINT the pictures.  the cost of 4x6's is very small and you will see immediately what you do not see readily on a screen.
