How to provide a constructive and effective critique to another photographer?

I've noticed some people get bent out of shape when you offer critique on their photos, while others are very open door.  Do you qualify or gauge a photographer before you offer 2 cents on their photos.  *So you don't offend someone that didn't want critique, OR only want to hear positive remarks?

If I have little to nothing to offer, I'll stay silent. Most others are better at critique than I am anyway.....;)

what i would do is ask them if they want to know what my perspective of the image and make sure to tell them what you like about the image not just what they didn't do so well with.

If they don't ask for input, don't provide it. Figuring out whether they are actually asking is sometimes a bit challenging.

Sometimes all they want to hear is "good job!". I say, go ask your mother.

In the context of "don't point out a problem without suggesting a solution", use the sandwich technique. Start off with something you like, or that's strong, or successful. Then make a suggestion as to how something else might be improved or done differently, to be more successful. Finish with another remark that can be interpreted positively.

Even "I like the scene you've chosen" can be a compliment.
