How to set up photography tour company?

I live in Hawaii and know the islands pretty well and now thinking about setting up photography tours.  Any idea what sort of licenses and insurance I would need for this?  

any tips you can provide would be appreciated.

I would start be taking a tour, and then checking with your city to see what they require.  Then make sure you have the right insurance!

Unless somebody here is a member of your state and local government organizations that deal with these matters, you're wasting your time asking here. Any advice would most likely be incorrect.

Yeah, you'll probably need to find out what's involved in becoming a tour operator where you live. I would imagine you'd need to consider insurance and liability in running that sort of business.
