Dang, there are some great photographers uploading shots here.  

I was looking at this guys work today.  And wondering, are these shots possible out of camera?  Meaning look at the curl on her dress here:

Then this one she looks so perfect like she is pushing off the surface

Underwater is how they are done. This leaves you all sorts of strange possible captures. If you have the right model who knows how to move, and then stop at the correct moments then you have other parts catching up, or being ahead of the movement. But I would ask them.

You can't stop on a dime when moving underwater. Regardless of how well your model is.  So I'm going to disagree on this.  The photos are remarkable, but not sure myself.  UNLESS the photographer is just snapping away so quick and this moment/position is lasting just fraction of second.

There are a ton of these type images on 500px. It appears that having the right equipment for the job goes a long way toward capturing an image like those

Saw these this morning and they are great, I would also agree with the photographer blasting as many photos as possible. I can only imagine how tricky it is to pull of shots like that.

It's probably a careful combination of timing and post processing. Underwater, it's easier than you'd think to create something completely surreal
