Can a circular polarizing filter be used on a 16mm wide angle lens, will it distort the image and what is a fairly decent brand?

The problem you will have is pretty straightforward.  Polarized light enters your lens from a certain angle.  Other angles from which light enters aren't polarized so there won't be any filtration.  In other words only part of your frame will be filtered.  If that is OK with you then it should work fine assuming it is a rectilinear lens.  Some 16mm lenses are full frame fisheyes.  The filter will probably vignette.

Personally, I don't use polarizers with extreme wide angle lenses.

I don't either nor do I recommend it on 55 mm or less
to capture any scene with opened sky because of the
consequences suggested above.
Light is free… capturing it is not!

Fujifilm X T20. The lens is also made by fuji. However, I think I will just stay away from the filter. In what instances does one use a filter, that is for those who use them?

If you are looking for still a good polarized filter for other lenses try:

B+W, Breakthrough, NiSi or Format Hittech are all really good filters.

I found a good explanation for you:

"It’s a problem of physics. The polarizing effect is directly related to the angle from the light source. Extreme wide-angle or fisheye lenses can cover an extraordinarily wide field of view–up to 180° in a few cases. So if a lot of your frame is blue sky, there’s a good chance you’ll end up with bands of lighter and darker shades across the sky. A further complication is that you won’t really see the full effect through the viewfinder, and it’s not always easy to see on the camera’s LCD screen with all its reflected light. So you might not notice it until you get your images home onto your computer."
