Ethical or unethical - baiting wild animals to photograph?

Clearly this one is unethical. Putting fish as a bait in the public path is dangerous. If they continued doing that for photography then this will surely result in some serious accident someday. If someday some person be walking through the path then he can be a victim of these wild animals.
