How to create rainbow flares?

Have you seen the portraits where there is a rainbow like flare in the shot?  Is this being done with with a particular item or glass in order for this to show up in my shot?  If not, how it this being accomplished? The shots that I have seen with it, it's always a half dome with a couple outer rings that are normal light flares.  

Thoughts on how this is done?

Look for "shoot through" images on youtube. I think Irene Rudnyk did some a couple of years back. An object is usually held up against a portion of the lens and you shoot through a part of it. I think this is what you are asking about.
