What does 8 stops of IBIS mean in real world?

I was just watching some videos about the new Canon EOS R5.  They are saying 8 stops of IBIS when used with RF stabilized lens.  What would that translate when shooting hand held?  Could you get away with a 1, 3, or 5 second exposure shot hand held?

It means you can get upwards of 2 stops of hand held shooting.

8 stops?  I have not followed the latest details about this camera.  Thats fantastic.  What amazes me, is the evolving technology we are seeing in our life time.  Older photographers reading this, will know what I'm talking about.  8 stops, is just mind blowing for me.  Yes, you should be able to get a 1-2 second hand held long exposure.

I was thinking about that as well just earlier this week.  If Canon delivers on the expectations they set with this camera, it's going to be a crazy year for Canon. I know 3 people who have pre-ordered between the R5 and R6.
