Permit needed for helicopter taken photos of city skyline?

I'm after some city skyline shots with my own twist to them.  Would you happen to know if you charter a helicopter to fly around a city, so you can take photos, do you need any special permission or permits?

The pilot will get clearance from ground and flight control, other than that you should be OK.

Not for taking the images.  It may be illegal for the helicopter to go where you want to go.

True, but they would get clearance from the control tower that regulates the airspace.

In Germany in the big citys you do need a licence to fly, but taking pictures i dont think its an issue
