I have a ton of b&W negatives. Can you scan them into your computer? If so, what program can you print them out on?

Not sure if I understand your question but I will give it a try. Once you have the negative scaned into you computer processe it as you normally would using your normal photo editing program. Once you scan your negative it will appear on you computer as a positive.
Hope this helps

do you have your negatives already scanned? If not you can have a photo lab do this or buy a "negative" scanner yourself.

If you purchase a negative scanner it will come w/basic yet decent editing software that will let you play with color, contrast, lightness/darkness, sharpening, and dust/scratch removal. If you had them scanned by a lab, then you will ned some form of external editing software if you would like to make changes to your photographs once you get them on the computer. There are tons of editing programs available such as photshop but programs like these can be expensive. there are other programs that are free that you can download online but they dont cover nearly as much as programs like photoshop covers but are still decent if you are looking to do just minimal basic editing including scratch/dust removal.

Here's a free download

Here's a free online website where you can upload your pictures and play with them there.

PS. If you dont want to spend the money to have all your negatives professionaly scanned (which can be expensive) and you dont want to drop $300-$1500 for a cheaper negative scanner, you can always make scans of your 4x6 prints on a regular flatbed scanner you buy at walmart or any store that would sell scanners/printers for your computer.
The photo below was scanned w/a $100 hp scanner, printer, copier from walmart.
