I think this is more a starburst diffusion effect, I don't think there's any sort of starburst diffusion filter (guess that's just what it's called by Photoshop). A star filter gives you the starburst effects at the points of light; the effect in the video looks like it's more diffused and throughout the image (except where it's edited out).

You can obtain various looks with a star filter with 4 point, 6 point etc. - depends on the look you want. This gives some example using this type of filter - www.cs.mtu.edu/~shene/DigiCam/User-Guide...ter/filter-star.html .
