Bicycle tripod mount

Is there a tripod mount sold out there that get's my tripod out of my hands or back when riding a bicycle?  

Summer months are so warm I don't want to carry back pack on my lite trips on my bike. My camera is already on my back so would like to have that free and clear of another strap holding my tripod.  I've tried bungy cord it to the center, but my legs hit it when pedaling the bike. 

The only other thing I can think of is a basket.

I got my sons a padded case bag that is attached
to the handle bar — like sleeping bags can be — for
a short folded tripod.

Light is free… capturing it is not!

rear lower frame, build a bracket that technically that extends over the frame of the bike, with out interfering with the gears and such.  Mount your tripod there.  That way you don't mess with the center of gravity of the bike.
