When creating a long exposure, it’s important to have static elements in the shot that contrast nicely with whatever the moving subject might be. In this case, the craggy rocks along this stream and waterfall provide a nice juxtaposition with the smooth, silky water. Shifting the horizon line upward helped the photographer put these elements on full display.
