How to light an evening/night shoot

I'm just starting out in portrait/fashion photography and I wanted to ask for advice about lighting. I'll be doing a night-time fashion shoot (orange street lights, etc) in two weeks and I want to achieve an effect similar to that in the attached.

I assume that the photographer is using an off-camera flash with a coloured gel to change the colour of the background, but I've never really used a flash and I'm not sure how this set-up might work. Presumably, I would be using a darker gel that turns the orange glow of the street lights red or blue (depending on desired effect), adjusting WB accordingly and using the flash in a soft-box. 

Is there anything else I should consider?

Set your camera from auto mode to manual. In this way you’ll have full control over all of these settings.You need to slow your Sutter speed. Then what you need to do is figuring out what that ambient light is. Look for some street lights. Then mix that along  with the strobes.
