He lumps three of the most asked about hated effects in one sentence. Now he could have added the tilt in there as well, but it does not get asked as much. It is not so much that they are hated, as that the way most images using them are way over the top anymore, and used to try to turn a silk purse from a sows ear of a photo.

The only vignetting that I don't like is when they do the reverse vignetting with white

When post processing my landscapes, I would say in Lightroom I'm adding a vignette about 70% of the time.  Great way to print attention to the center of the photo.

i do an inverse selection of the centre of the photo (so the selection is the edges) and feather it a bit, then copy into a new layer and choose the multiply layer filter

I use a color fill layer of neutral gray (128,128,128) and set the blending mode to soft light. I then take a large, soft brush at a low opacity set to black and then brush in the effect I want. This is the technique I use for dodging and burning. If you overdo it, all you have to do is go back and paint with white on the color fill layer. That color fill layer's opacity can be adjusted also to fine tune the effect.

If you have CC you can use ACR as a filter and do it later in the process if you want.
