Hey everyone thank you for your kind words.  I've been away for a bit.

In their belief the movement of the flags and paper are the same as if they had spoken a prayer.  As the wind blows the flags it's as if they are saying the prayer.  On the flags are a prayer that is written many times.  I know the papers had an image on them but I can't remember if the paper had words or not.  But it's the same idea of movement doing something for them towards their prayers or what have you.  As they were throwing the papers they were saying something I couldn't understand which I believe to be a prayer or something like it.

As I'm not an expert this description probably doesn't do justice to what is happening but it's the best I understand to explain.

This is a really good explanation of that phenomenon. Good job for capturing the flying papers in the right timing and angle.

So littering is legal on New Years?  ;)

Seriously, I enjoy the different cultures and the images thereof.  I love the idea of prayers, being carried to the Gods, on the shoulders of a breeze, is very romantic.  Similar, I guess, to lighting a candle.
