Drone flying over home in my town

Isn't flying a drone over peoples homes illegal?  For the last 2 days there has been a drone flying not more than a couple hundred feet off the ground.  Stopping and spinning around.  

I thought flying over peoples homes was off limits?

Start with the FAA website:

And this article provides a nice summary:

and then look into local ordinances. While the second article mentions flying over people, I could find nothing on the FAA site that limited that. No, flying over homes is not against the rules.

You can't shoot it down, but you can report it, and someone could simply watch/follow it until it went home or ran out of battery power. If the owner is following the line-of-sight requirement, they can't be too far away.
