"Bracketing" references changing the exposure setting over, under, and at the exposure setting you feel is correct, i.e. in an attempt to get just the right exposure/effect. Many, perhaps most, SLRs can do this automatically. Photoshop will also let you do this; I believe it is called "high definition photography." (Not sure of the last word; my daughter has CS4 and just told me about it - both in Photoshop and Lightroom, I believe.)

The actual term is "high dynamic range" (not "high definition photography: sorry for the error). It is a new feature in CS4; in CS3 it was called "photomerge." In CS4 up to 7 versions of the same image, each taken (my daughter uses a D50, held very still, usually on a tripod) with a different exposure setting above and below an f/stop setting, are used to create a single image with a much greater depth of field. (i.e., much more of foreground and background are in focus)

Actually, that is a good question! If a photographer knows his/her camera, the lighting conditions, the right angle to photograph the subject, chooses the appropriate exposure, aperture, shutter speed, ISO setting, and when to use a tripod or monopod or just steadies the camera against a tree or post, ... then editing the photograph would not even be necessary, except for creating special effects (which is often done and can be great fun and rewarding). However, even professional photographers make mistakes, forget to set camera settings or features, or even forget pieces of equipment; and often, but not always, editing software can improve those less than perfect images - by increasing or decreasing sharpness, exposure, brightness, color saturation, or a myriad of other elements of a given image. But when a true professional photographer works hard enough and long enough, he or she will "get it right" a higher and higher percentage of the time - producing more and more of those elusive great photos!
