I've got to disagree a bit here. I think eye contact can certainly create a connection, but a portrait without eye contact doesn't make it a candid.
The work of [url=http://http://www.danwintersphoto.com/]Dan Winters[/url](who happens to be one of my all time favorite portrait photographers) is a perfect example of someone who rarely has his subjects look directly at the camera yet produces striking portraits that would never be considered candids.
I think it depends on the subject and style too. If you're shooting the JC Penny family type portraits, that style wouldn't warrant people looking off to the side...imo.
