I think it depends on the subject and style too. If you're shooting the JC Penny family type portraits, that style wouldn't warrant people looking off to the side...imo.

OK maybe I worded that wrong. I should have said: USUALLY, that's what a portrait should be (have eye contact) as it helps connect the viewer to the subject. Otherwise I feel they COULD become candids.

As wikipedia says ;) :
A portrait often shows a person looking directly at the painter or photographer, in order to most successfully engage the subject with the viewer.

The portraits you linked to are pretty highly staged which is why they aren't candids, and stating someone famous for doing such a thing doesn't mean most people do (or should do) it that way, as this guy is an exception to the norm for sure.
