Most observatories let the public visit the grounds during daylight hours.  This often includes some sort of "visitor gallery" in the larger telescopes.

Night time is a whole different matter.  In general, don't expect to be allowed anywhere near the telescopes, or even the grounds for the observatory for that matter.  However, some do schedule a few "public nights" during the year, which will allow you inside the dome, at night, for a peep.  Call the observatory that interests you and ask their Public Information department.
