I know how to blur the background when taking a picture, but how do you blur the foreground?

The same way you can blur the background. Just put your focus point on a subject that is in the background, and your foreground should be blur.

When the foreground and background are blurred it is the result of Depth OF Field or DOF. It is the result of the aperture size in the lens for that shot. The smaller the "iris" in the shot the deeper the focus area in the shot the wider the "iris" in the lens the more blurred the foreground and background will be. The advantage in the fuzziness is on some shots like people for example the background can be distracting so you change the DOF [F 2.8] to make the background less busy. If you want a field of birds in flight to all be in focus you would use a F stop like F-22.

Google "DOF calculator" for a wide variety of online depth of field tools. Also check out "zone focusing" (not the zone system). It's harder to do these days, because it tends to require a decent DOF scale, and new zooms don't have them. But the DOF concepts are the same. If you had a DOF calculator app for your phone... Why doesn't my fancy DSLR have a DOF calculator programmed in?
