My basic question is, did I improve the shot in the conversion to black and white?

imho, yes, it's better in b&w

No.  For the B&W version the contrast is over done.  The variety of tones in the color version is more interesting.

I, too, prefer this in B&W but this processing is not working for me. Completely missing midtones. This is not the kind of histogram you want to see. I don't really care for the lack of sharpness, either, but I am funny that way.

I think I agree, too dark.  Is this better?  (Wow do I need to clean my sensor....when I converted it this time, the dust bunnies really jumped out...).

For me

I like it much better. And while I'm not usually (i.e. almost never) a fan of motion blur, I rather like the person in the shot; it adds to the story for me.

Overall I like the shapes and the leading and diagonal lines, and especially the diagonal between the foreground and background.

And I ilke being able to see the details.

If you find schmutz in your image, it's most likely on the lens, not the sensor. That happens a lot at the coast.

I guess my first reply wasn't nearly complete enough. The first image was, indeed too dark, but I still thought that b&w suited the mood of the shot better.

The lighter edit is definitely an improvement. The texture detail adds much to the image.

I like the "ghost", as well; it piques my curiosity.
