I think that those are (or are meant to be) seeds. So I would guess a flower of some sort. There's a circular structure that reminds me of a sunflower. Or polyps, which suggests this might be coral.

And it's in a design museum, so this could be some sort of object intended to draw its texture design from nature.

Good guess! They are meant to look like barnacles, but the object is actually functional, and a prototype...
Hint: It is translucent and air passes through it.

That's it: barnacles. I just could not quite put my finger on it.

A screen or sieve, perhaps? Past that, I have no idea.

Screen is right! The pattern of "barnacles" imparts a vortex effect on air passing through it, moderating the flow and extending its reach, while dimmed light passes through. Many fascinating objects at the Cooper-Hewitt!:)
