H3 - You can get the shot from Beacon Hill....there is a Jose - Rizal Park that offers a slightly better view than the above ones, but the problem is there are way too many trees that ultimately block most of the freeway so you wont get the stream of car lights as you would want. If you walk down few hundred meters from the park, you will come across a bridge that gives a clearer view from where I took these shots. I posted the ones from the park here:-
