can't tell if the focus is off or not, photo is to small and I need to have my eyes checked

either way this would be awesome with some major cropping and put it through 32bit HDR processing

I would crop out a lot of that water and make the bottom level of the photo nearly level with the buildings

Uploads to PT always look soft, so I wouldn't worry about that. I see a hint of various tones in the sky, I would try to tease those out so that they are easier to see. I would also try a square crop, using all of the original height, but centered a little to the left of the original.

You would crop out the water in a picture that the reflection in the water is a major part of the picture ? I guess we all see pictures differently !

You will not be judged as a photographer by the pictures you take, but by the pictures you show.

The reflections are a major distraction in the photo taking away from the city skyline. It would technically be impossible to crop out all of the water without cutting off the buildings in some weird way.

The ground line of the city scape is not straight but actually curved toward the viewer, thus cropping level with the lowest part of the left and right hand side would still show water with reflections in the photo just not as prominent.
