(Personal issue: level the horizon?)

I like the reflections, and the minimalism of the shot. I would suggest cropping to only the bottom half of the image, making it a low, wide landscape. But that's just me.

Does pushing the vibrance/saturation/brightness of the lights help the image at all?

I think scale may be an issue here. The shot in the OP may look great in a very large print hanging on a wall, but is a little underwhelming on screens? I like the moon in this shot better than the HDR effort -

:agree: With Kelly about impact on the small screen.
However I do like the less is more approach, when I try shots like this it reminds me of a pea on a drum.
There are all sorts of things you can do, like a panorama shot or even pano crop to fill the frame more. But then that defeats the object?
I shot some frames of a pier recently at night and some of them have a lot of black surrounding the strip of pier, not as dramatic as this but similar. I'm still undecided about them.
