18-55mm lens for Canon T7i

Hi, a bit of background.  I shot a fair amount of photography back in the old 35mm Film days on a Canon AE-1.  Moved to a Canon Rebel XTi, but never upgraded and eventually it got mothballed.  I hate what usually gets produced with even the best Smartphone camera and am getting back into photography.

I bought a Canon T7i base as I felt that was about my budgetary limits as an amateur but not novice.

Anyway, it came yesterday and I finally started digging through my camera gear.  I found my 55-250mm EF-S IS lens and some other stuff, but not my old Canon Rebel XTi that had the 18-55mm EF-S lens.  Looking online at the specs, I see it didn't have IS on it anyway.

So my question is should I quit looking and just buy a new 18-55mm EF-S lens w/ IS, or should I keep looking. Or are there other lenses that I should consider instead (with a $100 budget constraint on the this base level lens)

Keep looking for your old 18-55. IS is not (IMNSHO) of really great value due to the short focal length. And if you need longer shutter times, use other techniques. 

My go-to lens is a 28-75 f/2.8 and it doesn't have IS. I don't miss it.

That said, if you can't locate the old lens, look on eBay for a used kit lens. You don't need to buy new.
